SIM cards, eSIM and internet in Russia

Compare Russian SIMs, travel eSIMs and roaming. Prepare for identity checks, possible arrival restrictions and an offline backup for your trip to Russia.

Plan your connection before you arrive

Choose between a Russian operator subscription, a travel eSIM and roaming on your usual SIM. Do not make immediate mobile internet your only arrival plan: MTS describes temporary data/SMS restrictions after returning from abroad, and Ubigi warns of possible restrictions on its Russia service. A Russian SIM also has identity-verification steps; it is not just a purchase.

For visitors arranging their own connection

This guide is for foreign visitors planning a short trip. Operator instructions are examples of each provider's own process, not a complete statement of every legal exception. Corporate subscriptions, children and unusual identity documents need a direct provider check. Connectivity does not determine your visa route or permission to stay.

Russian Visa Guide is independent. We do not sell SIMs, collect identity documents or rank providers here. The provider links below are not affiliate links.

Russian operator SIM or eSIM

Ask about documents, account/biometric verification, device identification and the available SIM format. MTS process.

Paying for the SIM is not the same as completing activation.

Travel eSIM

Verify Russia coverage, your exact unlocked phone model, activation trigger and arrival restrictions. Ubigi example.

A data plan need not include a telephone number for ordinary calls or SMS. Ubigi FAQ.

Roaming on your usual SIM

Ask your home provider about Russia service, partner networks, charges and receiving verification messages.

Do not infer that a worldwide bundle includes Russia, or that receiving an SMS is guaranteed.

Accommodation or venue Wi-Fi

Ask your accommodation how guests connect and whether arrival arrangements work without mobile data.

Do not make an unconfirmed airport hotspot your only way to reach your host.

Getting a Russian SIM: prepare for activation

MTS's foreign-citizen instructions describe an in-person store visit with a passport, a Gosuslugi account, bank-registered face/voice biometrics and confirmation of personal data. Bring the phone you will use or its IMEI: this device identifier is part of the process. SNILS, the Russian individual insurance-account number, is needed for the described bank verification step. Ask the operator to confirm the sequence and your document requirements before visiting. Do not send passport photos or biometric recordings to this portal.

For SNILS, the Social Fund of Russia describes an identity document and registration application; its guidance requires a notarised translation when the identity document is in a foreign language. Check the current instructions with SFR or an MFC public-service centre. Do not book your first-day plans around a guaranteed completion time.

Travel eSIM: check the exact plan, not just the label

Ubigi currently lists a Russia data plan and requires an eSIM-compatible, carrier-unlocked device. This is a checked provider example, not a recommendation or a guarantee of live connectivity. Its FAQ describes a data-only service, so it is not a substitute for a number used for ordinary calls and SMS. Other plans must be checked individually.

Before paying, ask whether your exact phone variant is supported; when validity begins; which destinations are included; whether hotspot use and your payment method are accepted; and what happens if activation fails. Save the installation instructions and support route before departure.

For a Russian operator's digital SIM, ask about its foreign-citizen onboarding process too. A downloadable profile is not evidence that identity checks can be skipped.

Why mobile data may not work on arrival

MTS describes a 24-hour mobile-data/SMS restriction after returning from abroad or being off-network for more than 72 hours, with an official verification route to restore access earlier. Ubigi's Russia alert separately warns of a possible 24-hour internet restriction, local-partner SMS instructions, a possible reset after three days of inactivity and regional disruptions. These are provider-specific statements, not proof that every traveler must wait 24 hours or that every restriction can be removed immediately.

Use your provider's verified website, app or support instructions. Do not submit credentials or identity data through an unexpected message. Avoid reinstalling or deleting an eSIM profile unless your provider tells you to: ask support which recovery steps apply to your plan.

Your offline arrival checklist

  1. Before departure

Save your accommodation name, address in Russian, reservation, contact details and arrival instructions offline. Download maps for your arrival city and retain transport or meeting-point details. Keep a copy somewhere other than a single online account.

  2. Prepare your phone

Check the chosen provider's current setup instructions on a trusted connection. Decide which SIM handles data and which handles calls/SMS; ask your home provider how to avoid unwanted roaming charges. Save support details and bring a charged phone and power bank.

  3. On arrival

Follow the provider's activation or verification instructions. If you cannot connect, use your saved plan to reach your accommodation or meeting point. Ask venue staff about guest Wi-Fi rather than assuming it is available or needs no authentication.

  4. If you remain offline

Check the selected data SIM, plan status and provider instructions. Contact official support using a trusted connection or ask your accommodation to help. A paid plan, working signal bars or a network name alone does not establish usable data. This guide cannot confirm live regional coverage.

Common questions

What is the best eSIM for Russia?

There is no verified universal winner here. Compare your exact phone, trip dates, need for calls/SMS, arrival restrictions, support and refund conditions. A provider's current listing is not a live network test.

Will a travel eSIM work immediately when I land?

Do not rely on that. Ubigi publishes a Russia-specific restriction warning. Check your provider's current alert and keep an offline arrival plan. Checked 14 October 2026. Provider alert.

Will a data-only eSIM receive my bank's SMS codes?

Do not treat a data-only plan as an ordinary SMS number. Check with your bank and home provider how your existing number will receive codes abroad; no delivery is guaranteed here. Checked 14 October 2026. Ubigi data-only FAQ.

How much should I budget?

Compare the current plan total, validity trigger, data allowance, top-ups, roaming charges and any document-preparation costs. This guide deliberately gives no fixed tariff or cheapest-provider claim. Confirm the total and cancellation/refund terms directly before paying.
